Submission of the verified tonne-km reportAirlines are facing a further milestone deadline in preparation for their participation in the European Emissions Trading Scheme EU ETS. The verified tonne-km (TKM) report has to be submitted to the relevant competent authorities by 31st March 2011. Take a look at the overall EU ETS timeline at the end of the text. The submission is a crucial step which forms the basis for obtaining free allowances allocated to airlines by the EU. A key prerequisite is the prior successful verification by an accredited verifier which airlines can find on the websites of local competent authorities (CA). Once the TKM report is verified it can be submitted to the competent authority of the relevant member state. A specific template for the report has been prepared by the EU and is available on their appropriate websites. However, it is advisable to contact the relevant competent authority in order to make sure that this is the specifically approved template as it may vary from CA to CA. What happens then is simple arithmetic. At EU level, all submitted TKMs are added and the shares of individual airlines are calculated. Based on the resulting percentage a number of allowances for free allocation is calculated for each airline. Lufthansa Consulting and their partner First Climate expect that the number of free allowances received by airlines will not be sufficient to cover the total CO2 emissions and that airlines will have to purchase additional certificates for 30 – 40% of their emissions, depending on their growth profile between 2004/6 and 2012. Thus airlines will be faced with significant extra costs for EU ETS compliance. It is therefore advisable to develop a sound carbon strategy with the aim of reducing these compliance costs. Given that all airlines flying from, to or within Europe will be faced with this cost factor, a successful minimization of these costs will lead to a significant competitive advantage.
